
Initial construction works for the project consisted of demolition of the existing pavilion, which had no heating and limited accessibility. Following public feedback, the council planned to reduce the size of the building, meaning there was less encroachment into open space to the rear. Three trees were removed to accommodate the development, though two have been felled as their roots were impacting the structure of the existing building. Several new trees were planted in the park to replace those that needed to be cleared.
Works consisted of the construction of a new shared used community building in Penarth including construction of a new pavilion, adjustment to external works areas and construction of footpaths, retaining walls and landscaping and creation of external level pedestrian access. The new specially designed pavilion containing a host of modern facilities features a kitchen, multi-use hall, toilets, changing spaces, potential for a kiosk/café and outdoor seating area. Built with accessibility in mind, it also houses the first changing places space in central Penarth. That is a bespoke toilet area containing a range of equipment to help disabled users.
The project was financed through Section 106 contributions from nearby developments and a grant from the National Lottery Community Fund. As part of the proposals, the play area was also upgraded to feature equipment suitable for children with a range of abilities and accessibility requirements. Bella the Dragon, a popular sculpture, was renovated before being returned to an appropriate place within the park.
The site remained open to the public during the construction phase. The construction zone was carefully considered to limit disruption to park users with the play area and bowling green remaining open during the programmed works. Encon also worked in collaboration with the council to ensure further restricted operations were considered regarding school drop off/pick up times in terms of deliveries, unloading and the movement of vehicles and materials. Whilst there were some disruptions from the construction works, Encon worked with the Council to minimise this.
